Libya has deported a South Korean intelligence agent working at the Korean Embassy in the African nation last month for allegedly gathering information related to North Korea and the arms industry, a diplomatic source said Tuesday.

South Korea’s relations with Libya has been put to the test due to the deportation of the agent, as the Libyan government also pulled out three staffers working at the Economic Cooperation Bureau of Libya based in Seoul in protest.

The bureau halted the consular services since June, making it difficult for South Koreans to get a visa to enter the African nation.

A government official said on condition of anonymity that Libya suspected the South Korean agent had been involved in several espionage activities with regard to North Korea and the arms industry.

The intelligence official returned to Seoul May 18.

Some speculate the espionage case might have influenced the Libyan government to take two Koreans into custody recently.

A Christian missionary was held by the Libyan government authorities in June on the charge of a violation of the religion law. About a month later a farm owner who sponsored the missionary was also held by the government.

Over the past 30 years, South Korean businesses had worked closely with their Libyan counterparts.

The deteriorating bilateral relations have dealt a serious blow to Korean businesspeople with interests in Libya.

The aforementioned government official said that the South Korean agent had not breached any local laws and simply gathered open source intelligence.

But the Libyan government held deep-seated suspicion and discontent over the motives of the South Korean agent.

The official confessed it has been a challenge for Seoul to convince Libyan that it has no malicious intent.

As the bilateral relations showed no signs of improving and businesses are still suffering the consequences, Rep. Lee Sang-deuk of the ruling Grand National Party (GNP), a brother of President Lee Myung-bak, reportedly went to the African nation on July 6 in an effort to help narrow the perception gap between the two governments.

The senior lawmaker met with government officials during the seven-day trip.

After Lee’s efforts, the Libyan government requested Seoul to explain in great detail their intelligence activities.

South Korea sent a team to the African nation to give a full explanation. The South Korean officials met with their Libyan counterparts and are now waiting for the Libyan government’s response.

A South Korean official expressed hope that the 30-year-old diplomatic ties will not be permanently damaged by the deportation of the intelligence agent.



"리비아, 한국 외교관 지난달 추방"

리비아가 현지에 주재하고 있는 한국 외교관에 대해 스파이 혐의를 적용, 지난달 추방한 것으로 뒤늦게 밝혀졌다.

특히 주한 리비아 경제협력대표부가 지난달 하순 영사업무를 중단한 것도 이번 사건에 따른 외교적 마찰과 관련된 것으로 알려지고 있어 올해로 30년을 맞는 양국관계가 중대 국면을 맞고 있다.

외교소식통은 27일 "주리비아 한국대사관의 정보담당관이 북한과의 방산협력 관련 정보를 수집하는 과정에서 리비아측이 이를 다른 방식으로 오해해 문제가 발생했다"며 "담당직원이 지난달 중순 이전에 추방됐다"고 밝혔다.

이 소식통은 이어 "현지에서 1차 협의를 마친 뒤 리비아측의 응답을 기다리고 있다"고 덧붙였다.

이와 관련, 현지 아랍언론은 우리 외교관이 리비아 정부요인과 조직에 관한 첩보활동을 벌여 리비아측이 한국 정부에 대해 문제제기를 했다고 보도하고 있으나 우리 외교당국자들은 "리비아측의 주장"이라고 밝히고 있다.

리비아는 해당 외교관을 추방한 이후 지난달 24일 주한 경제협력대표부의 영사업무를 중단하고 대표부 직원들을 본국에 불러들인 것으로 전해졌다.

이와 관련, 한나라당 이상득 의원이 지난 6일부터 13일까지 대통령 특사자격으로 리비아를 방문, 무아마르 카다피 리비아 국가원수를 만나 리비아의 추방결정을 바꾸기 위해 외교적 설득노력을 기울였으나 성과를 거두지 못한 것으로 알려졌다.

이에 따라 국가정보원은 현재 리비아에 대표단을 보내 리비아 당국과 외교적 해결을 꾀하기 위한 방안을 협의 중이다.

외교가에서는 지난달 중순 한국인 구모 선교사가 사상 처음으로 불법선교 혐의로 체포된 것도 이 같은 외교마찰과 무관치 않은 것으로 보고 있다.
